Mark leads St. Catherine’s efforts in proactively responding to the industry changes brought on by recent Family First Prevention Services legislation. He maintains oversight of Residential Case Management, Prevention Services, and Specialized and Therapeutic Foster Care. Mark manages the daily administrative operations for each program and provides direct supervision to program leadership. His focus is on a continuum of care that improves, enhances, and develops long-term connections between children and their caregivers, leading to permanent, stable home.

A longtime child welfare professional, Mark spent nearly 18 years with a New York State foster care agency, working on quality improvement initiatives, compliance audits, and performance assessment. He spent several years as a consultant reviewer for the Children’s Bureau of the U.S. Department of Health and Human Services and, additionally, was a peer reviewer for the Council on Accreditation. Mark has also worked with a Medicaid, project-driven healthcare transformation initiative to highlight the interconnectivity and redesign of healthcare systems, improved patient advocacy, and population health in the movement to value-based care.

Mark was also an environmental resources educator in the United States Peace Corps, serving in Ecuador in the 90s.

Mark holds a Master of Arts in Education from California Polytechnic State University and a green belt in LEAN Six Sigma.
